Building a custom home in Los Angeles is one of the larger financial commitments most families make, and it is entered with less cost information than a car purchase. Part of that is genuine — no two projects are alike, and honest builders are cautious about numbers. But caution can shade into vagueness, and vagueness serves nobody.
So here is a complete picture: what the pieces are, what they typically run, and how to structure a budget that holds.
Start With Total Project Cost
Most cost conversations discuss construction. Construction is roughly two-thirds of what you will actually spend. A total project budget has five parts.

Excludes land. Shares vary considerably with site conditions — a hillside lot pushes site work toward the top of its range and compresses the others proportionally. The two most commonly underestimated lines are site work and contingency. Both are invisible in the finished home, which is precisely why they get trimmed in early planning and then reappear as problems.

These are useful for orientation and dangerous as budgets. Where a specific project lands within or above them is driven by structure, ceiling volume, glazing ratio, and the density of kitchens and bathrooms in the plan — none of which square footage captures.

Site Work
This is where Los Angeles projects diverge from anywhere else, and where hillside lots separate sharply from level ones.
- Geotechnical investigation and survey — $14,000 to $40,000 combined
- Foundation system — conventional footings on a level pad, or caissons and grade beams on a slope, which can be three to five times the cost
- Retaining and shoring — highly site-specific, frequently six figures on a hillside
- Excavation and export — priced by volume and by how difficult it is to get trucks in and out
- Drainage and waterproofing — modest relative to its importance, and never the place to save
- Utilities — $20,000 to $95,000, more if service must be extended or undergrounded
Commission the soils report before you commit to a design. It is a fraction of one percent of the project and it governs a large share of the budget. Designing first and testing later is the most expensive sequence available.
The parts of the budget nobody sees in the finished house are the parts that decide whether the budget holds.
Soft Costs
- Architecture and interior design — 8% to 15% of construction, depending on scope of services
- Structural, civil, and geotechnical engineering — $35,000 to $140,000
- Title 24 energy compliance and green building documentation — $4,000 to $12,000
- Plan check, permit, and school facilities fees — $45,000 to $140,000
- Surveys, testing, and special inspections — $15,000 to $45,000
- Construction financing carry — varies with draw schedule and rate
Add housing costs during construction if you are not staying elsewhere already. Over a two-to-three year build at Westside rents, that is a material number and it belongs in the budget from the first conversation.
Contingency
We recommend ten to fifteen percent, held by the owner and released deliberately. This is not padding and it is not a sign that the estimate is soft. It is the acknowledgment that a site you cannot fully see until you open it will tell you something you did not know, and that over a three-year project you will change your mind about something.
Projects that carry real contingency absorb surprises. Projects that do not convert every surprise into a difficult conversation, and eventually into a compromise on the house.
A client came to us with a $3.2 million budget and a design already drawn for a downslope Bel Air lot. The architecture was excellent. But the design assumed a foundation the soils report did not support, and the site work alone landed near $900,000 — a number the budget had allocated $300,000 for. We reworked the footprint to step with the slope rather than cantilever across it, which reduced both the caisson count and the retaining. The house lost about 200 square feet and gained a better relationship to the hill. It came in on budget.
Building a Budget That Holds
Three practices account for most of the difference between projects that finish on budget and projects that do not.
Establish the site cost before the design is fixed. Soils, survey, and a foundation strategy first. Everything downstream depends on it.
Price the design as it develops, not after. Ask for a cost model at the end of schematic design and again at design development. A design priced only at completion gives you one moment to react, and if the number is wrong the only options are redesign or compromise.
Insist that assumptions are written down. An estimate with its assumptions stated is a document you can manage. One without them is a number that will move, and you will not know why. When we are uncertain about a condition, we name it rather than burying a guess in a lump sum — it makes for a longer document and a much shorter list of surprises.
