The per-square-foot number everyone quotes — and everything it leaves out.
The first question nearly every homeowner asks us after a fire is what the rebuild will cost. It is the right question. But the answer that circulates on neighborhood forums — a single dollar figure per square foot — is the least useful piece of information you can carry into this process. It flattens a hundred decisions into one number, and it is almost always the number that gets someone into trouble eighteen months later.
So rather than give you a figure, we want to give you the structure underneath it. Once you understand what a rebuild estimate is actually made of, you can read any proposal you receive, ask better questions, and recognize the difference between a builder who has thought the project through and one who is guessing.
Everything below reflects planning ranges we are seeing across the Palisades and adjacent hillside areas in 2026. They are ranges, not quotes. Your lot will move them.
Before the House: What the Site Costs
This is the category that surprises people most, because none of it produces anything you can see in the finished home. On an infill lot in a stable neighborhood, these costs are modest. On a fire-affected hillside lot where the surrounding street is also under construction, they are not.

Ranges assume the lot has already been cleared under a public debris removal program. If it has not, add the full cost of hazardous material handling and export.
Two of these deserve attention. The soils report is not a formality — it determines your foundation system, and on a sloped Palisades lot the difference between a conventional spread footing and a caisson-and-grade-beam foundation can be several hundred thousand dollars. It is the single highest-leverage report in your project, and it should be commissioned early, before your architect has committed to a floor plan.
Utility restoration is the one people forget entirely. If the service to your property was destroyed, you are not simply reconnecting. You may be paying for new transformers, new panels, undergrounding, and a coordination process with the utility that runs on its own schedule regardless of yours.
The House Itself
Hard construction cost is the largest line, and it is where the per-square-foot shorthand comes from. The reason it fails is that it treats a 4,000 square foot house as a uniform quantity when it is nothing of the sort. A simple rectangular volume with eight-foot ceilings and modest glazing, and a house of identical area with a cantilevered great room, sixteen-foot sliding walls of glass, and a structural steel moment frame, are not the same building. They may differ by a factor of two.

A fire rebuild carries additional hard cost that a comparable new build in a flat, unburned neighborhood does not. Wildfire-resistant assemblies are now required, not optional: Class A roofing, ember-resistant venting, non-combustible cladding and soffits, tempered or dual-glazed windows, and in most cases a full fire sprinkler system where the original home had none. Together these commonly add six to twelve percent to hard cost.
We do not treat that as an unfortunate surcharge. It is the reason the house you rebuild should outlast the one you lost.
The cheapest estimate you receive is usually the one with the most missing from it. What you are comparing is not price — it is thoroughness.
Soft Costs, Which Are Not Small
Design, engineering, and municipal fees typically run between fifteen and twenty-two percent of hard construction cost. On a rebuild this range trends toward the upper end, because fire rebuilds require more engineering — updated seismic provisions, WUI compliance documentation, energy modeling under current Title 24, and frequently a slope stability analysis that a flat-lot project would never need.

Add to this the cost of living somewhere else while the work proceeds. A two-to-three year displacement at Westside rents is a material number, and your additional living expense coverage may not run the full duration. It belongs in the budget conversation from the first meeting, not the last.
Why Two Neighbors Get Different Numbers
We have priced homes four hundred feet apart that came in nearly a million dollars apart. None of it was arbitrary. The variables that move a rebuild estimate most, in roughly the order they matter:
Slope and soil
A downslope lot requiring deep foundations, retaining, and export of material carries a foundation cost several times that of a level pad. This is the largest single swing factor on Palisades hillside sites.
Access
Narrow canyon streets with no staging area mean smaller deliveries, more trips, crane time instead of forklift time, and traffic control. On a constrained site, logistics alone can add eight to fifteen percent.
Neighborhood construction density
When an entire street rebuilds simultaneously, subcontractor availability tightens, material lead times extend, and street access must be shared. Pricing reflects that pressure.
Structural ambition
Long spans, cantilevers, roof decks, and walls of glass all require steel or engineered lumber and the connections to carry them. Openness is the most expensive quality in residential architecture.
Specification level
The gap between a good window package and an exceptional one on a glass-heavy house can exceed $400,000 on its own.
On a recent Palisades rebuild, the owners had a per-square-foot figure from a neighbor and a design already in progress. When we ran the soils report and modeled the foundation, the site required caissons the design had not anticipated. Because we found it during preconstruction rather than after permit, we reworked the footprint to reduce the number of caissons and recovered most of the difference. Had that discovery come at excavation, it would have been a change order and a four-month delay.
Holding the Budget
A rebuild budget holds when three things are true. The scope is written down in detail before pricing. The contingency is real. And the estimate is revisited as the design develops rather than issued once and defended.
On contingency: we recommend ten to fifteen percent on a rebuild, held by the owner and released deliberately. Anything less on a fire-affected hillside lot is optimism, not planning. Contingency is not a slush fund and it is not padding — it is the honest acknowledgment that a site you cannot fully see until you excavate will tell you something you did not know.
And on estimating generally: when we are uncertain about a condition, we say so and name the assumption in writing rather than burying a guess inside a lump sum. An estimate with its assumptions stated is a document you can actually manage against. One without them is a number that will change, and you will not know why.
