You cannot rebuild what you had — and several of these requirements shape the architecture, not just the specification.
One of the more disorienting parts of a rebuild is discovering that you cannot simply rebuild what you had. The house that stood on your lot was legal when it was built. The house you are permitted to build now is governed by current code, and in a very high fire hazard severity zone that means a meaningfully different building — and a meaningfully different budget.
This is not a penalty. Most of these requirements exist because of what was learned from fires like the one that took your home. But they are worth understanding before you design, because several of them shape the architecture rather than just the specification.
Code is adopted at the state level and amended locally, and requirements are updated on a cycle. Everything below is general orientation. Your architect and builder should confirm the specific provisions that apply to your address with the local authority having jurisdiction.
Wildfire-Resistant Construction
The materials and assemblies chapter governing construction in wildland-urban interface areas is the provision that touches your project most. It addresses the paths embers use to get into a building, which is how the overwhelming majority of homes are lost — not from a wall of flame, but from windblown embers finding an opening.
In practice this reaches:
- Roofing — Class A assemblies, with attention to the roof-to-wall intersection and valleys where debris collects
- Vents — ember-resistant or baffled venting; ordinary mesh screening is no longer sufficient
- Exterior walls — non-combustible or approved ignition-resistant cladding
- Eaves and soffits — enclosed and protected, since open eaves trap rising embers
- Windows and glazing — tempered or multi-pane assemblies; glass failure is a common entry point
- Decks and appendages — ignition-resistant materials, particularly within the zone nearest the structure
- Under-floor and enclosure areas — protected on elevated or hillside construction
If your original home had wood siding, open eaves, unprotected vents, and a wood deck — a completely ordinary Los Angeles house of its era — every one of those assemblies changes.
Fire Sprinklers
New residential construction requires an automatic sprinkler system. Many homes lost in the Palisades predated that requirement, so this is new cost with no equivalent in the house you had.
It is also more than the sprinkler heads. It affects your water service size, potentially your meter, ceiling coordination with structure and mechanical, and in some cases pressure — which on a hillside property can mean a pump and a tank. This is a system to coordinate during design, not a trade to add at framing.
Nearly every code requirement here is cheap to design for and expensive to add. The sequence matters more than the substance.
Energy and Green Building Standards
California's energy standards have advanced substantially and continue on an update cycle. Current requirements generally reach envelope performance and insulation, high-performance glazing, HVAC efficiency and duct sealing, water heating, lighting controls, solar generation on new residential construction, and in many cases battery storage or readiness.
Green building standards add requirements around water efficiency, construction waste diversion, and material selection.
These raise cost, and they also produce a house that is markedly more comfortable and cheaper to run than the one it replaces. Of everything on this list, this is the category where the value returns to you most directly.
Structural, Seismic, and Site Requirements
Current seismic provisions are more demanding than those governing homes built decades ago, particularly for hillside construction. Expect more engineering, more steel, and more substantial connections than the original structure carried.
Hillside grading and drainage requirements also govern how you can build into a slope — cut and fill limits, retaining, stormwater management, and erosion control. On a sloped Palisades lot these provisions can influence the footprint itself, not merely its construction.
And if any part of your property falls within the coastal zone, an additional layer of review applies, with its own timeline.
What This Means for Footprint and Cost
Two practical consequences.
Footprint. Rebuilding within your prior footprint and height generally moves through a faster permitting pathway. Expanding beyond it typically triggers a fuller discretionary review, adding months. Current setback, height, and hillside provisions may also differ from those that governed your original home, meaning a like-for-like rebuild is not always permissible even when you want one. Establish this early — it constrains design more than anything else on this page.
Cost. Across the projects we are pricing, code-driven requirements commonly add six to twelve percent over a comparable build without them. Sprinklers, fire-rated assemblies, current energy compliance, and heavier structure together account for most of it.
This is also the number your ordinance and law coverage exists to address. If that coverage is thin relative to what current code requires, the difference falls to you — which is a good reason to price the code-driven scope early and specifically, rather than absorbing it into a general estimate.

On a recent rebuild, the owners wanted to extend the primary suite about four feet beyond the original footprint — a modest change on the drawing. Under current hillside provisions it moved the project from the streamlined rebuild path into a discretionary review. We showed them the timeline difference, they reworked the plan to gain the same space within the existing envelope, and the permit came through months earlier. The house is better for the constraint, which happens more often than you would think.
How to Handle It Well
Bring the code conversation into schematic design rather than construction documents. Every requirement here is inexpensive to accommodate on a drawing and expensive to introduce later — a sprinkler system coordinated during design costs a fraction of one worked around finished structure.
Ask your team for a written summary of the specific provisions governing your address, confirmed with the local authority, before the design is fixed. It is a short document, it costs almost nothing to produce, and it prevents the most expensive category of surprise in a rebuild: discovering a requirement after the design is complete.
